Stephen J. Stern

S T E V E    S T E R N   has been engaged in the practice of tax-exempt financing for the past 30 years. He has been extensively involved in pollution control, health care, redevelopment, airport, harbor and other transportation financings. He has acted as managing partner for substantially all of the Los Angeles Department of Airport financings and for all of the tax-exempt financings by various domestic and foreign carriers at Los Angeles International Airport.

Additionally, he has been or is involved in airport transactions in Honolulu, Denver, Indianapolis, Indiana, Tucson, Arizona, San Francisco, Houston, Newark, and Hong Kong and other Asian areas, and assisting clients in privatization efforts in various Latin American countries. He was active in the drafting of legislation creating the California Pollution Control Financing Authority Act and for the California Health Care Facilities Financing Act and continues to advise both corporate and tax-exempt clients on matters in those areas.

He also acts as underwriter's counsel for various major investment banking firms throughout the United States, including Merrill Lynch, Goldman Sachs, Lehman Brothers, PaineWebber, and Morgan Stanley.

Lecturer, The Aviation Finance Seminar for Russia and the Federation of Independent States in St. Petersburg, Russia, sponsored by the Federal Aviation Administration and the U.S. Trade and Development Agency; and participated in a similar program in 1996 regarding China and the Pacific Rim
