Gregory B. Thorpe
G R E G T H O R P E has specialized in real estate and natural resources practice, since joining the firm in 1982. He has developed a special expertise in representing government agencies in privatization projects, including the structuring and implementing of complex purchase and sale transactions and infrastructure projects. Greg is currently representing the United States Department of Energy in the sale of the Elk Hills Fields in Kern County, California. Greg represented the project developers, both governmental agencies, in creating the legal and financial structure for the Alameda Corridor Project, a $1.8 billion rail infrastructure project in Los Angeles, and acting as leader of a 10-lawyer team in the acquisition of the property and operating rights necessary for the Project; representing the Intermountain Power Authority in defeating challenges to its federal transmission line right-of-way grant and the project EIS; negotiating, on behalf of seven transportation agencies, the $500+ million acquisition of over 350 miles of right-of-way to create a commuter rail system; and representing San Diego County in its restructuring and sale of a $100+ million materials recovery and recycling project.
In addition to his work on behalf of government agencies, Greg has an active real estate and natural resources practice, regularly advising clients regarding the sale, financing and development of California real estate, including sale of large property holdings by major California developers. In the natural resources area, Greg has negotiated oil and gas leases and unit agreements and represented lenders in providing acquisition and development financing for oil and gas projects. Greg also has advised numerous clients regarding the special property issues that arise in projects located on federally-owned land, including creation and conveyance of transmission line, petroleum pipe line, railroad and power projects.
Greg has extensive experience in resolving issues raised by environmental contamination problems encountered in real estate projects, and has spoken about environmental issues in real estate developments to groups across the country.
