The IEC report will provide independent verification that the Rail Corridor can be built on time and within budget
- Conflicts between Project elements have been or can be addressed
- Contractors have resources and ability to complete
- Schedule for North/South ends and Mid-Corridor completion are reasonable
- Permits and right-of-way can be obtained
- Utility relocations can be accomplished
- Appropriate oversight and management structure in place
- Appropriate insurance coverage
- Estimates of on-going operation and maintenance costs are reasonable
